It doesn't appear to be an issue with Windows Updates since that seems to be doing it's job, installing other updates fine and going through the process of downloading, installing the CU's, so I haven't tried going through the reset Windows Update list (I don't want to lose the history or other options that might be needed for troubleshoooting) Tried installing the CU's manually, same problem

The CU's download and install (pending restart) but always rollback, takes hours and one of the VM's needs to be always online so arranging the downtime to troubleshoot is difficult. Cumulative Updates have been failing since KB5017396 with error 0x800f0922 but other updates are installing ok (SSU's and Malicious Software Removal Tool updates).
